After having to rip up one MOU (Memorandum Of Understanding) between Humboldt County’s Department of Health’s, Mental Health Branch and the Probation Department just one week earlier, at Tuesday’s supes meeting the supes unanimously voted in another Health Department/Probation MOU. This MOU, though pushed through under the pretext of the Health Department, is using funds expressly advertised up until now as mental health funding. With the county’s Mental Health budget accounting for one quarter of the county’s total budget, it takes little imagination to see why they hide Mental Health expenditures under the regular Health Department’s expenditures.

The supes agenda item D-12 refers to three “healthy” programs. The first, “Healthy Returns Initiative,” is a program designed to put juvenile offenders on anti-psychotic drugs. The linked PDF states in 23 font letters that The California Endowment has set out to change the paradigm, making the system—traditionally focused on punishment—consider mental health issues front and center.” Is jail the “trigger event as a catalyst to create a paradigm shift?”

The Eureka Reporter reported back in February of 2005 that Humboldt county along with only 4 other counties in California would become an experimental county, and receive a $950,000 Healthy Returns Initiative Grant from The California Endowment. The same article states “Of those juveniles, approximately half of the youth on field supervision and those being detained in Juvenile Hall, as well as between 80-100 percent of those in placement have ‘enough of a mental-health issue to require mental health related treatment or services.’” If my math is correct that means 150 – 160 children a month would be put on drugs. Phillip Crandall said in the article, “We’re real excited and happy that probation received the grant.”

On November 21, 2006 the Eureka Reporter ran a story which claimed only 900 children in Humboldt county qualified for the second program mentioned in the supes item; Healthy Kids Humboldt. Yet Crandall wants to dope 150 per month for four years? Again another example of Crandall’s fabrication of “mentally ill” numbers to pad his budget and justify his, the largest salary in the county.

These children’s health care programs are too important to be used as scams for Crandall’s scheme to dope a quarter of Humboldt county. These programs put children on Medi-Cal and Medi-Cal recipients automatically get put on the dope ’em first CalMAP program when mental health diagnoses are utilized to get Crandall funding.

Crandall and the supes shouldn’t lie when the safety and well being of our children is at stake. Don’t we have enough suicides already in Humboldt County without giving more children drugs that increase their risk of suicide?

    I had to go back to the Reporter article to figure out how you got the 150-160 kids per month with “enough of a mental-health issue to require mental health related treatment or services.”

    The second line was in your article, but I the first was not:

    “In a typical month, the Probation Department lists approximately 26 juveniles who are detained in Juvenile Hall, with another 25-30 in placement, and approximately 240-250 being supervised in the field.

    Of those juveniles, approximately half of the youth on field supervision and those being detained in Juvenile Hall, as well as between 80-100 percent of those in placement have ‘enough of a mental-health issue to require mental health related treatment or services.’ ”

    But wait a minute…they gave the $950,000 grant to the Probation Department? The same one that they just said could not perform “mental health services”? …am I reading this right?

    Do the supes have any explanation for these apparently contradictory decisions? – to deny the Probation Department the right to perform mental health services, then give them almost $20,000 to do just that?

    “According to the Probation Department, the main goal of the Healthy Returns Initiative is to improve the health, mental health and overall well-being of youth in the juvenile justice system.”

    Are they going to focus on the “health” or the “mental health” of kids caught up in the system? Are they going to make sure that these kids have everything they need to grow up to be happy and healthy, or are they going to force dangerous addictive drugs on them based on fraudulent profit-driven science?

    Do we know how many of these kids are indeed being “doped”?

    Thanks for explaining it better then I did. They also talked about using this twenty thousand to go after siblings of offenders. The question I think we should be asking ourselves is: if Crandall is getting funding to dope 30,000 citizens, 1) will he? 2) is he setting a an infrastructure to do just that? or 3) what happened to all the money?

    As far as the healthy families program goes it is a way that children who can’t afford health insurance can get it. But, as the increasing mental health drug costs exhaust funding streams, then more funds will be robbed that would be better spent else where.

    The previous MOU was about probation officers being “mental health case managers.” This one allows mental health workers go into juvenile hall and put children into the CalMAP program. Thus giving them mental health mental health case managers. It would take a law suit and probably a freedom of information filing to find out what little you could about the results of these policies.

    I’ll tell you the story of Jason as soon as I check on a few more facts, but I am fairly sure that these drugs are doing way more harm then good in our community, and Crandall is like an obsessed mad-man with his outrageous guestimates. It’s like a witch hunt only with pills.

    jeez, i guess i should read through my comments before i post them…when i said “$20,000,” I meant to have written “per month” after that….that being the amount of money just given to the Probation Department ($950,000 over 4 years)….anyhow, you know what i meant.
